台灣核電廠對於周邊房屋價格之影響The Impact of Taiwan’s Nuclear Power Plants on Surrounding Residential Property Prices

本研究以台灣新北市核二廠為例,探討核電廠設置對周邊住宅價格的影響。首先,以普通最小平方法(OLS)檢驗房屋內在屬性、格局及距離核電廠遠近對成交價格(取自然對數)的影響;次之,引入10、20、30 公里範圍的虛擬變數以比較不同距離帶內房價差異;最後,運用地理加權迴歸(GWR)模型控制空間異質性,以揭示各地區的局部效應。研究證實,核電廠作為一種負面外部性,對周邊房價具有顯著影響,但其程度會因地理位置與市場條件而異。本研究結果可為政府在核能設施規劃與地方補償政策制定提供實證依據。

This study examines the impact of a nuclear power plant on nearby residential property values, using Taiwan’s Second Nuclear Power Plant (NPP2) in New Taipei City as a case study. An initial ordinary least squares (OLS) regression assesses the effects of intrinsic housing attributes, layout, and distance from the plant on logarithmic transaction prices. We further introduce dummy variables for proximity bands at 10 km, 20 km, and 30 km to compare price differentials across distance ranges. Finally, geographically weighted regression (GWR) addresses spatial heterogeneity by estimating local coefficients. Our findings confirm that nuclear power plants impose a notable negative externality on surrounding housing markets, with effects modulated by geographic and market contexts. These insights offer empirical guidance for policymakers in nuclear facility siting and local compensation strategies.
